Cortana enabled in four new countries 

Windows Phone 8.1 Preview for Developers gets a new update. Version 14219 brings one of the most requested missing features to all users who have joined the preview program – the ability to switch on/off Cellular data directly from the Action center. To add the quick toggle switch for Cellular data just go to Settings -> Notifications & Actions and add this option to one of the four or five available slots for quick access.

In addition to Cellular Data Toggle, Cortana is now live as an Alpha in continental Europe so users in France, Germany, Spain and Italy can test many of her abilities in the local languages.

Unfortunately, for some users with Samsung ATIV S devices the 14219 update has been painful. Users have reported a reboot loop on their devices right after installing the update, a process which cannot be stopped even after hard resetting. Until this issue is solved you should avoid installing the update on Samsung ATIV S smartphones.
