Microsoft released builds 16199 and 15215 to Windows Insiders

Microsoft is releasing new Preview builds of Windows 10 and Windows 10 Mobile for everyone in the Insider Fast Ring. For PC, the build number 16199 introduces many improvements and new features such as emoji in My People, notifications for people pinned to the taskbar, new settings, call notifications from Android phones, and much more. Meanwhile, Windows 10 Mobile is still separate from the main development branch, and has no even a single new feature. Build 15215 for phones from the ‘feature2’ branch only fixes some minor issues, so you have no single reason to install it unless you like to deal with unexpected bugs.
